It depends where you are in Europe. The Scandinavian countries hardly ever use people’s last names when they interact, unless it’s introducing a foreigner in a public debate or lecture. Sometimes you will adress people with their first and last name together, for example in TV interviews, but hardly ever with titles like Mr. or Mrs.

I know it’s more formal in Poland or France for example.
